| I generally use this card as a way to keep production up (by preventing blokadedness) at a minor industrial planet. In this way, it is similar to Undersea City. It can also be used to get 1 more influence at an industrial planet easily, which is like Arcology. I do not think that it is practical to depend on this citizen to be mobile - since flags are fairly unpredictable. Even while stationary though, a citizen with 1 territorial influence for only 1O and 1L tech is pretty decent. Of course when playing as human you should use Landing Party first and then General Infantry second when looking for quick, cheap influence on the map. | |||||||||

This site provides detailed information on individual cards, card combinations, strategies, and card decks used by Star Chamber. This turn based strategy game requires a depth of strategic thinking that you won't find in many online games. The community around the game tends to be much more civil than most online communities.
