A tough card to rate. Good only in decks that a) are destiny focused. b) are built around it. That said, 6 destiny a turn is a great finisher. Perhaps one in a standard kej deck might pay off. Just ditch if it isn't going to work out.

In the right deck this can be devestating, but you have to keep lots of cards in your hand. As Probe said, Science Vessel is good for adding cards. The classic combo with this card is New Galactic Order, in fact this is so classic it has a name RANGO (Research Academy - New Galactic Order).

This card too has lots of potential but there are not enough good Kej cards that support increased draws. Sure they have several cantrips but most of those require certain situations for them to be useful..ie damaged ships and they only replace themselves. Mandate of Discovery and Science Vessel are probably the best bet without splashing. Both are very limited and will not be able to support multiple Research Academies. There are a lot of other concerns with using RA effectively such as deck size and dealing with enemy threats when needed cards get discarded.
